Cette premi\u00e8re Nation du nord-ouest de l\u2019Ontario faisait l\u2019objet d\u2019un avis d\u2019\u00e9bullition de l\u2019eau depuis plus de 20 ans.<\/p>\n<p>Le 15 septembre 2021, cette communaut\u00e9 proc\u00e9dait \u00e0 l\u2019inauguration de son usine de traitement et de distribution d\u2019eau potable, permettant ainsi de fournir de l\u2019eau \u00e0 plus de 100 b\u00e2timents.<\/p>\n<p>L\u2019usine a \u00e9t\u00e9 construite \u00e0 la suite d\u2019un projet pilote de Services aux Autochtones Canada qui avait comme objectif de \u00ab <em>relever les options possibles pour modifier les politiques d&rsquo;appel d&rsquo;offres qui aboutiraient \u00e0 une plus grande participation des entreprises appartenant aux Premi\u00e8res Nations dans la conception et la construction des infrastructures d&rsquo;approvisionnement en eau potable et de traitement des eaux us\u00e9es<\/em> \u00bb<a href=\"#_ftn1\" name=\"_ftnref1\">[1]<\/a>.<\/p>\n<p>Toutefois, parmi les exigences du processus d\u2019appel d\u2019offres, il fallait entre autres que les entreprises-soumissionnaires appartiennent majoritairement \u00e0 des personnes des Premi\u00e8res Nations. De plus, un minimum de 30% de la main-d\u2019\u0153uvre employ\u00e9e pour le projet devait \u00eatre issu des Premi\u00e8res Nations.<\/p>\n<p>&nbsp;<\/p>\n<h2 style=\"font-size: 20px\"><strong>La coentreprise\u00a0gagnante<\/strong><\/h2>\n<p>Il s\u2019agit de la coentreprise form\u00e9e par la soci\u00e9t\u00e9 Kekekoziibih de Shoal Lake et par Sigfusson Northern Ltd qui s\u2019est vu adjuger le contrat. Les Premi\u00e8res Nations repr\u00e9sentaient 53 % de la main-d&rsquo;\u0153uvre, ce qui r\u00e9pondait largement au crit\u00e8re requis par l&rsquo;appel d&rsquo;offres.<\/p>\n<p>Finalement, la construction de cette nouvelle usine de 33 millions de dollars a donc permis aux 300 membres de la Premi\u00e8re Nation Shoal Lake de s\u2019approvisionner en eau potable, en plus de favoriser la cr\u00e9ation d\u2019emploi dans la r\u00e9gion.<\/p>\n<p>Un rapport qui a pour but d\u2019\u00e9valuer ce projet pilote est pr\u00e9sentement en r\u00e9daction. Le responsable du projet, M. Sean Petrus, recommandera que ce mod\u00e8le soit appliqu\u00e9 aux divers projets dans les communaut\u00e9s autochtones \u00e0 travers le Canada<a href=\"#_ftn2\"
